SUBJECT: OPERATIONAL PERFORMANCE ASSESSMENT INSPECTION
INSPECTION REPORT NO. 50-261/95-10
This is to advise you of an inspection initiative that will be performed at
your H. B. Robinson Steam Electric Generating Station Unit 2. The initiative
is an operational performance assessment inspection to be done in accordance
with Inspection Procedure 93804. It will be led by Mr. D. Charles Payne of
the NRC Region II Operator Licensing Section. This is an individual
inspection and will include only one NRC inspector. Mr. Payne will visit your
site during the week of March 27, 1995 to accomplish the inspection
activities.
The primary purpose of the inspection is to evaluate your operational
performance regarding potential response to plant challenges and your
outstanding items opened in previous NRC inspection reports. The inspector
will evaluate any open items with respect to status of completion, expediency
of completion, and effectiveness of completion. Additionally, the inspector
will evaluate your corrective actions in response to any recent operational
problems related to operator training programs and how well your
requalification program for licensed operators incorporates the requirements
of 10 CFR 55.
Mr. Payne will contact members of your staff in the near future
to discuss the details of the inspection.
