- H. B. ROBINSON EMERGENCY PREPAREDNESS PROGRAM

Dear Mr. Hinnant:

This refers to a meeting held at the request of Carolina Power & Light Company on July 10, 1996, in Atlanta, Georgia. The purpose of the meeting was to discuss recent and ongoing changes in the emergency preparedness program. It is our judgment that this meeting was mutually beneficial.

Enclosed is a List of Attendees and the Carolina Power & Light meeting handout. The agenda included discussions of the following topics:

Revision 34 to the Emergency Plan, major modifications to the Emergency Procedures, upgrades to the activation system for the emergency notification sirens, changes in the emergency preparedness training program, and improvements to the Joint Information Center.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, Title 10 Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

Summary of Changes for the Robinson Emergency Plan, Revision 34 and Upgrade of Emergency Procedures The majority of changes to the "Robinson Emergency Plan" are administrative in nature and serve to update the procedure to current practice or terminology. The items listed below represent the more substantial changes and a brief description of the reason for revision. A brief discussion of the Emergency Preparedness procedure upgrade follows details of the Emergency Plan revisions.

Upgrade of Emergency Procedures

Purpose:

Improve the quality and function of the Emergency Procedures.

Improvements were made through;

- a more efficient format,

- reduction in the length of procedures, and

- implement a facility based approach Method:

Efficiency was improved through:

- reduction in total number of procedures from 53 to 9,

- consolidation of common sections to one "generic" section,

- outline format groups common information,

- reduced length of individual position sections,

- intuitive procedure titles, and

- all outstanding procedure comments were addressed.

Summary:

Changes were targeted to make the documents more "user friendly" while enhancing procedure maintenance aspects. During the upgrade, position specific sections were reduced to "to do" items. The redundant common sections such as turnover and logging tasks were relocated to a "generic" section. Additionally, a "quick start guide" has been added in position specific sections to aid personnel in facility activation. Generally, feedback from regulatory review Integrated Performance Assessment Program (IPAP), and drill use has been positive.
