Dear Mr. Young:
On December 17, 1997, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 97-05, "Steam Generator Tube Inspection Techniques," to all holders of operating licenses for pressurized-water reactors, except those who have permanently ceased operations and have certified that fuel has been permanently removed from the vessel. The focus of GL 97-05 was to verify that licensee steam generator tube inspection practices were consistent with existing regulatory requirements and plant licensing bases.
By letter dated March 13, 1998, you responded to GL 97-05 for the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR). This submittal included a description and technical basis for all inspection techniques used to size the depth of steam generator tube degradation at HBR. The staff has reviewed your response and did not identify any concerns relative to compliance with the HBR licensing basis for the steam generator tube inspection techniques currently employed at HBR. Therefore, we consider GL 97-05 closed for your facility.
