Dear Mr. Keenan:
By letter dated June 2, 1997, Carolina Power and Light transmitted Revision 15 of their Quality Assurance Program Description. This revision reflected the relocation of selected portions of the H.B. Robinson Technical Specifications (TS) to the licensee's Updated Final Safety Analysis Report (UFSAR) which the licensee had proposed as part of the overall conversion to Improved Technical Specifications.
The staff completed its review of the licensee's Improved TS application by issuing License Amendment 176, with an accompanying Safety Evaluation (SE), on October 24, 1997. In the SE, the staff addressed the proposed relocation of the following TS items to the Quality Assurance (QA) Program description in the Updated Final Safety Analysis Report:
(1) TS Subsection 6.5. 1. 1, "Procedures, Tests, and Experiments, (2) TS Subsection 6.5.1.2, "Modifications, (3) TS Subsection 6.5.1.3, "Technical Specifications and License Changes, (4) TS Subsection 6.5.1.4, "Review of Technical Specification Violations, (5) TS Subsection 6.5.1.5, "Nuclear Safety Review Qualification, (6) TS Subsection 6.5.1.6, "Plant Nuclear Safety Committee, (7) TS Section 6.5.2, "Nuclear Assessment Section Independent Review Program, (8) TS Section 6.5.3, "Nuclear Assessment Section Assessment Program, (9).TS Section 6.5.4, "Outside Agency Inspection and Audit Program, and (10) TS Section 6.10, "Record Retention."
In the October 24, 1997 SE, the staff concluded that the proposed relocation of the above TS items from the TS to the QA Program Description satisfied the requirements of 10 CFR 50.36 and that the relocated items would be subjected to appropriate change controls (10 CFR 50.54(a)). On this basis, the staff approved the relocation of these items which supported, in part, the staff approval and issuance of Amendment 176.

-2 The SE did not directly address the compliance of the revised QA Program description with the requirements of 10 CFR 50, Appendix B. To be complete, based on the staff review of Revision 15 of the QA Program Description which contains the relocated items listed above, the staff concludes that Revision 15 to the QA Program Description in Chapter 17.3A of the UFSAR, continues to comply with the criteria of Appendix B to 10 CFR Part 50.
