REVIEW OF REVISION 33 TO EMERGENCY PLAN FOR H. B. ROBINSON PLANT, DOCKET NO. 50-261
Dear Mr. Hinnant:
We have completed our review of Revision 33 to your Emergency Plan.
This review concluded that the changes in this revision did not decrease the effectiveness of the Plan, which continues to meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.
Notwithstanding the overall conclusion stated above, our review identified a small but nonconservative discrepancy in the EAL-1 flowchart (page 222 of your Plan) in the revised decision block (at chart location D14) which reads "UNPLANNED LOSS OF > 7 ANN.
PANELS FOR > 15 MIN."
In your supporting documentation for this change (presented in Enclosure 2 to your letter of March 20, 1996 transmitting the subject revision), you clearly delineated. the basis for incorporating the criterion of "greater than or equal to seven annunciator panels" out of a total of ten panels in the above-quoted decision block, but your flowchart misstates the criterion as "greater than seven annunciator panels".
This matter was telephonically discussed on June 28, 1996 between M. Gann of your staff and J. Kreh of my staff. It is our understanding that this minor discrepancy will be corrected in the next revision of the EAL-1 flowchart.
Please contact this office immediately if your understanding of this matter is different from that depicted here.
Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan may not be implemented without application to and approval by the Commission.
However, changes may be made without Commission approval if (1) such changes do not decrease the effectiveness of the Plan, and (2) the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.
Copies of all Emergency Plan changes, whether made with or without prior approval, should be furnished to the Commission in accordance with 10 CFR 50.54(q).
