ACCEPTANCE OF CHANGES TO THE OPERATIONAL QUALITY ASSURANCE PROGRAM FOR THE H. B. ROBINSON STEAM ELECTRIC PLANT Gentlemen:

Thank you for your 10 CFR 50.54(a) submittal dated December 5, 1994, which incorporates changes in your Quality Assurance Program Description. We have completed our review of the changes associated with this submittal. Based on our review, we conclude that the requirement to perform biannual reviews of plant procedures in accordance with NSI Standard N18.7-1976, Administrative Controls and Quality Assurance requirements for the Operational Phase of Nuclear Power Plants may be replaced with the program described in your submittal, dated July 28, 1993, and December 5, 1994. This revision continues to meet the requirements of 10 CFR Part 50, Appendix B, and is acceptable.

We appreciate your submittal of additional information requested by our letter of November 1, 1993.
