NRC INSPECTION REPORT NO. 50-261/94-04
This refers to the inspection conducted by W. T. Orders of this office on
January 23 - February 25, 1994. The inspection included a review of
activities authorized for your H. B. Robinson facility. At the conclusion of
the inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Within the scope of the inspection, there were no violations or deviations
identified. This report identifies four unresolved items. Additionally, the
unit restart of February 8, 1994, was conducted in a professional manner;
however, the unit shutdown on February 17, 1994, identifies continued
weaknesses in command and control.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
