NRC INSPECTION REPORT NO. 50-261/93-15
This refers to the inspection conducted by W. T. Orders of this office on
June 12 - July 9, 1993. The inspection included a review of activities
authorized for your H. B. Robinson facility. At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Within the scope of the inspection, there were no violations or deviations
identified. However, the enclosed report documents weaknesses in the
calibration of a heat trace recorder and calibration errors introduced in the
Boric Acid Storage Tank temperature controller from a mis-positioned adjusting
link. These observations are of concern, in as much, as they are similar to
problems with calibration and control of instrumentation and control equipment
discussed in Inspection Reports 92-27, 92-34, and 93-11. Collectively, these
observations could be indicative of a programmatic deficiency warranting your
increased attention.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
