SUBJECT:
SUMMARY
OF FEBRUARY 13, 1991, MEETING ON LICENSING STATUS On February 13, 1991, NRR and Region II staff members met with representatives of the Carolina Power and Light Company (the licensee) to discuss current licensing issues of the H. B. Robinson Steam Electric Plant, Unit No. 2. In addition, the licensee discussed activities taking place during the current refueling outage number 13.
These activities include (1) control-room habitability upgrade, (2) the upgrade of DB-50 circuit breakers, (3) the replacement of control rod guide tube split pins, (4) replacement of service water system pipes, (5) the upgrade of the effluent radiation monitoring system, (6) modification to control room panels for human factors upgrades, (7) the inservice inspection and repairs related to the discovery of flaw indications, and (8) the modification of the residual heat removal system to correct the single-failure vulnerability. The licensee's safety reviews of the plant modifications were performed according to a newly implemented program which follows the guidance of NSAC-125.
