SUBJECT:

FIRES AND EXPLOSIVE MIXTURES RESULTED FROM INTRODUCTION OF HYDROGEN INTO PLANT AIR SYSTEMS.

Enclosed is an Engineering Evaluation report on a recent event at the H. B. Robinson 2 plant. Inadvertent introduction of hydrogen into plant air systems resulted in two fires in the turbine building, and the presence of explosive mixtures within the reactor auxiliary building.

The Engineering Evaluation also presents information about combustible/

explosive gas hazards which existed at other plants.

AEOD suggests that these events, and AEOD's previous case study recommendations (AEOD/C501 "Safety Implications Associated with In-Plant Pressurized Gas Storage and Distribution Systems in Nuclear Power Plants," NUREG/CR-3551) be considered by the Office of Nuclear Regulatory Research in addressing the.use of hydrogen gas in nuclear power plants as part of Generic Issue 106, "Piping and Use of Highly Combustible Gases in Vital Areas."

Additionally, AEOD suggests that an Information Notice be issued by the Office of Nuclear Regulation Regulation to inform licensees of the recent hydrogen gas intrusion event which occurred at the H. B. Robinson 2 plant.
