50-261 CAROLINA POWER AND LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.
75 to Facility Operating License No.
DPR-23 issued to Carolina Power and Light Company (the licensee), which revised Technical Specifications for operation of the H. B. Robinson Steam Electric Plan, Unit No. 2, (the facility) located in Darlington County, South Carolina. The amendment is.
effective as of the date of issuance.
The amendment revises the Technical Specifications to provide 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to make operable the essential features of the AFW pumps and to clarify that the conditions under which at least one pressurizer safety relief valve must be operable.
The applications for the amendment comply with the standards and require ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules dnd regulations. 'The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR §51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
