50-325/85-36, 50-324/85-36,

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed,

its periodic evaluation of your H. B. Robinson,

Brunswick,

and Shearon Harris

facilities.

These facilities were evaluated for the period of May 1, 1984,

through October 31, 1985. The results of the evaluation are documented in the

enclosed SALP Board Reports (Enclosures 1, 2, and 3).

These reports will be

discussed with you at your offices in Raleigh, North Carolina on January 23,

1986.

The performance of your H. B. Robinson and Brunswick facilities was evaluated in

the functional areas of plant operations, radiological controls, maintenance,

surveillance, fire protection, emergency preparedness, security, outages, quality

programs and administrative controls affecting quality, licensing activities, and

training.

The performance of your Shearon Harris facility was evaluated in the functional

areas of soils and foundations, containment, safety-related structures and major

steel supports, piping systems and supports, safety-related components-mechanical,

auxiliary systems,

electrical equipment and cables,

instrumentation,. quality

programs and administrative controls affecting quality, licensing activities,

architect/engineer design, preoperational testing, and emergency preparedness.

The overall Carolina Power and Light Company performance was satisfactory and

continued to demonstrate a proper concern for nuclear safety. One area which may

warrant further management attention is Radiological

Controls, specifically

exposure control,

at both H. B. Robinson and Brunswick.

Both facilities have

experienced cumulative radiation exposures significantly higher than the average

for similar facilities in the United States.

The performance of your H. B. Robinson facility indicated a continuing dedication

to safe and reliable plant performance. Noteworthy was the successful completion

of steam generator replacements. Significant strengths were identified in the

areas of emergency preparedness, security, and outages. No major weaknesses were

identified.

At your Brunswick facility, it

was observed that management continued their

strong commitment to improving overall plant performance.

A major strength was

identified in the security area

and

improvements were

noted in the plant

operations, maintenance,

surveillance, outage,

and licensing areas.

No major

weaknesses were identified.

Performance at your Shearon Harris facility was satisfactory, with qualified and

experienced personnel directing an effective construction project.

Significant

strengths were identified in the areas of soils and foundations, structural

steel, and piping systems. A major weakness was identified in the electrical

equipment and cables area.

Any comments you have concerning our evaluation of the performance of your

facilities should be submitted to this office within 30 days following the date

of our meeting in Raleigh, North Carolina.

We specifically request that you

advise us of actions you have taken or plan to take to address the weakness

identified in the electrical equipment and cables area at Shearon Harris.

Your

comments; a summary of our January 23, 1986, meeting; and my disposition of your

comments will be issued as appendices to the enclosed SALP Board Reports.

Should you have any questions concerning this letter, we will be glad to discuss

them with you.
