STN 50-498; STN 50-499 License Amendment Request for Revision to Unit 1 and Unit 2 Emerqencv Action Levels Pursuant to 10 CFR Part 50.90, STP Nuclear Operating Company (STPNOC) hereby submits a proposed revision of the Emergency Action Levels (EALs) used at South Texas Project Electric Generating Station (STPEGS) Units 1 and 2 for Nuclear Regulatory Commission (NRC) review and approval.The proposed revision would update the EALs used at STPEGS from the current scheme based on NUMARC/NESP-007, Revision 2, "Methodology for Development of Emergency Action Levels" to the NRC-endorsed scheme contained in NEI 99-01, Revision 6, "Methodology for Development of Emergency Action Levels." The EAL scheme in NEI 99-01 Revision 6 includes an EAL for Independent Spent Fuel Storage Installations (ISFSI), which is needed in order to implement dry cask storage operations at STPEGS. Additionally, there are three EALs that require Spent Fuel Pool level instrument values which are designed to address lessons learned from the Fukushima Daiichi accident.In the enclosed document, STPNOC has evaluated the proposed changes in accordance with 10 CFR 50.92 and concluded that the Emergency Plan as changed will continue to meet the requirements of 10 CFR 50 Appendix E and the planning standards in 10 CFR 50.47(b).

The proposed change does not involve a Significant Hazards Consideration pursuant to the provisions of 10 CFR 50.92.The STPNOC Plant Operations Review Committee has reviewed and concurred with the proposed changes. The changes have also been discussed with the applicable State of Texas and local government authorities.

STPNOC requests approval of the revised EALs by November 27, 2014 to coordinate training development and presentation to licensed operators during the 2015 first quarter Licensed Operator Requalification (LOR) cycle.
