Public Meeting On Recommendation 2.1 LIP Analysis for Grand Gulf May 22, 2014, 2pm - 3:30pm EST Lance Vail Pacific Northwest National Laboratory Grand Gulf 2.1 LIP Analysis Review 1

Local Intense Precipitation (LIP)

Flood

  • Flooding from intense storm over the site
  • Relies primary on local topography for drainage
  • Often assumes culverts and roof drains are completely blocked.
  • Not associated with river or stream flood
  • Multiple locations (depths versus locations)
  • Lead time and duration considerations
  • Generally LIP not included in UFSARs for existing fleet
  • Included in all ESP/COLA reviews with 1-d analysis
  • Generally small margins Grand Gulf 2.1 LIP Analysis Review 2

Grand Gulf LIP Flood Review

  • Our review focused on implementation of
  • Roofs
  • Culverts
  • Vehicle barrier system (VBS) structures Grand Gulf 2.1 LIP Analysis Review 3

Review History

  • Culvert blockage issue identified (justification of % blockage assumed and implementation)
  • Staff reviewed RAI input and output files
  • Staff were unable to reproduce results with most current FLO-2D version -

higher water elevations

  • Staff were unable to reproduce results with even more current version -

higher water elevations

- Identified serious mass balance errors in more recent versions

- Identified stability issues

  • Obtained exact version used by licensee
  • Staff were able to reproduce licensee results

- Identified measure of mass balance error an indicator of improper configuration

- Identified issues with GG model configuration

  • Determined that roof drainage is entirely routed out of domain Grand Gulf 2.1 LIP Analysis Review 4

Representing Drainage From Building Roofs

Roof drainage contributions to the surface runoff during the PMP event shall be evaluated to determine the worst case for site surface drainage effects. Blockage of roof drains and the resulting release of flow from the roof at alternative points shall be evaluated.

  • Review needs:
  • Description of how roof drainage representation is consistent with ANSI/ANS-2.8-1992 Section 11.4
  • Demonstration that simulation properly account for roof drainage Grand Gulf 2.1 LIP Analysis Review 5

Representing Roof Drainage in FLO-2D

  • Grand Gulf: licensee completely blocked grid cells containing buildings in FLO-2D
  • Staff found:

- Version 12 [Build 12.09.01] - Precipitation falling on roofs is instantaneously routed out of analysis domain

- Version 13 [Build 13.11.06] - Precipitation falling on roofs is accumulated on roof

- Version 14 [Build 14.03.07] - Precipitation falling on roofs is drained off roof

  • Frequently updated code with slowly changing documentation
  • Staffs review needs demonstration of roof simulation Grand Gulf 2.1 LIP Analysis Review 6

Representing Culvert Blockage

  • Grand Gulf FHRR describes LIP flooding approach as

- Estimate unobstructed flow

- Scale to 50% blockage flow through culverts

- Licensee states 50% blockage was basis of LIP flood determination

  • Stage-flow representations in input data only for unobstructed culverts
  • Review Needs

- Demonstration that 50% blockage of culverts was implemented consistent with FHRR description Grand Gulf 2.1 LIP Analysis Review 7

Successful Model Application

  • Staff are following simulation review guidance provided by the FLO-2D reference manual Section 5.3 and Data Input Manual Section 1.6, which provide three keys to a successful application:

- volume conservation

- area of inundation

- maximum velocities and numerical surging

  • Grand Gulf FLO-2D application was not successful based on the three keys for a successful application
  • Staffs review needs a demonstration that the FLO-2D simulation(s) met the three keys Grand Gulf 2.1 LIP Analysis Review 8
