Dear Sir or Madam:
The purpose of this letter is to provide an update to the disposition of spent fuel that has been removed from San Onofre Nuclear Generating Station (SONGS) Units 2 and 3.
By letter dated June 12, 2013 (Reference 1), SCE submitted a certification to the NRC indicating its intention to permanently cease power operations at SONGS Units 2 and 3 on June 7, 2013, pursuant to 10 CFR 50.82(a)(1)(i). On June 28, 2013, SCE submitted a certification of permanent removal of fuel from the reactor vessel for SONGS Unit 3 (Reference 2) pursuant to 10 CFR 50.82(a)(1 )(ii). On July 22, 2013, SCE submitted a certification of permanent removal of fuel from the reactor vessel for SONGS Unit 2 (Reference 3) pursuant to 10 CFR 50.82(a)(1)(ii). Upon docketing of these certifications, the 10 CFR Part 50 licenses for SONGS Unit 2 and 3 no longer authorized operation of the reactor or emplacement or retention of fuel into the reactor vessel, as specified in 10 CFR 50.82(a)(2).

Document Control Desk Prior to submittal of Reference 1, Unit 2 had both new fuel and previously irradiated fuel in the reactor in preparation for re-start. At that time, Unit 3 was defueled, with all fuel associated with operation of Unit 3 residing in the Unit 3 spent fuel pool or the SONGS Independent Fuel Storage Installation (ISFSI). Following the decision to permanently cease operations at Units 2 and 3, no additional action was necessary to ensure removal of fuel from Unit 3, and the certification of permanent removal of fuel was submitted as Reference 2. Shortly thereafter, fuel in the Unit 2 reactor was moved to the Unit 2 spent fuel pool, resulting in all fuel associated with operation of Unit 2 residing in the Unit 2 spent fuel pool or the SONGS ISFSI. At that time, the certification of permanent removal of fuel from Unit 2 was submitted as Reference 3.
Because some of the fuel that was in the Unit 2 reactor at the time of the decision to permanently cease operations had never been irradiated, SCE desired to recover costs associated with new fuel, and has since transferred that fuel to AREVA. A total of 108 assemblies were transferred to AREVA between November 5, 2013 and December 16, 2013. No other fuel movements have been made since the time of the References 2 and 3 certifications.
