Dear Sir or Madam:
In Reference 1, Entergy Nuclear Operations, Inc. (ENO) submitted a request for an amendment to the operating license for Palisades Nuclear Plant (PNP). This request provided details about the impact of the additional time requested for completion of Milestone 8 on the effectiveness of the overall cyber security program in the context of milestones already completed.
In Reference 2, the NRC provided a request for additional information (RAI) concerning the license amendment request.
The ENO response to the RAI in Reference 2 is provided in the attachment.
The information provided in this submittal is clarifying or administrative and does not impact the conclusions of the no significant hazards consideration determination previously provided in Reference 1.

The LAR provides details about the impact of the additional time requested on the effectiveness of the overall cyber security program in the context of milestones already completed. However, the information provided does not include information about Milestone 5) Implement obseniation and identification of obvious cyber related tampering to existing insider mitigation rounds by incorporating the appropriate elements. Milestone 5) was scheduled for completion no later than December 31, 2012. Provide details about the impact of the additional time requested on the effectiveness of the overall cyber security program in the context of Milestone 5.
ENO Response 1.
In addition to the information provided in Section 3.0, Criterion 4 of Attachment 1 to the reference above, Milestones 5, 6, and 7 were completed by December 31, 2012, and are not impacted by the additional time required for completion of Milestone 8. Therefore, the extension request has no impact on Milestones 5, 6, and 7.
