RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE (RG) 5.69 This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic review of regulatory guide (RG) 5.69, Guidance for the Application of the Radiological Sabotage Design-Basis Threat in the Design, Development and Implementation of a Physical Security Program that Meets 10 CFR 73.55 Requirements (SGI). The RG describes methods applicable for developing site specific physical security programs when inspecting power plants published in September 2007. As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 5 years to ensure that the RGs continue to provide useful guidance. Documentation of the NRC staff review is enclosed.
Based on the results of the periodic review, the staff concludes that a revision to RG 5.69 is warranted. The staff plans to revise this RG with the use of NRC staff and contractor support starting in Fiscal Year (FY) 2014. A draft is anticipated to be sent out for public comment in early 2015 with the final RG to be completed near the end of 2015.
