SUMMARY

OF MAY 13, 2014, MEETING WITH EXELON RE: FLOODING HAZARD REEVALUATION EXTENSION REQUEST FOR PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 {TAG NOS. MF3671 AND MF3672)

Background

On May 13, 2014, a Category 1 public meeting was held (via teleconference) between members of the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss the flooding hazard reevaluation extension request submitted by Exelon for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, dated March 12, 2014. 1 By letter dated March 12, 2012, 2 the NRC issued a request for information pursuant to Title 10 of the Code of Federal Regulations, Section 50.54(f) (henceforth referred to as the 50.54(f) letter). The request was issued as a part of implementing the lessons-learned from the accident at the Fukushima Dai-ichi nuclear power plant. Enclosure 2 to the 50.54(f) letter requested licensees to perform a reevaluation of all external flooding hazards using present-day guidance and methodologies.

By letter dated May 11, 2012, 3 the NRC issued a prioritization of response due dates for the flooding hazard reevaluations for all sites. Enclosure 1 to this letter identified PBAPS, Units 2 and 3, as a Category 2 site, with a response due date of March 12, 2014.

By letter dated November 22, 2013, 4 Exelon requested assistance from the NRC in obtaining information on dams from the U.S Army Corps of Engineers (USAGE) to support the flooding reevaluation at PBAPS. Exelon later determined that such assistance was not required and withdrew the request by letter dated March 12, 2014. The March 12, 2014, letter from Exelon also requested an extension in the scheduled submittal date for the PBAPS, Units 2 and 3, flooding hazard reevaluation. Specifically, Exelon requested that the due date be extended by one year, to March 12, 2015. Exelon's letter provided the reasons for the delay and its basis for why such a delay should be acceptable.

Meeting On May 13, 2014, the NRC staff held a public teleconference with Exelon to discuss the details of the extension request.

Exelon provided an overview of the PBAPS, Units 2 and 3, flooding hazard reevaluation and the key milestones associated with this effort. The key points were as follows:

1) Exelon originally had a plan in place to meet the March 12, 2014, response due date for PBAPS, Units 2 and 3. However, due to several issues (discussed below), it was later determined that an extension request was needed.
2) Exelon provided the following reasons why they decided to request an extension for the submittal of the PBAPS, Units 2 and 3, flooding hazard reevaluation:

a) There was a need to reevaluate upstream dam failures based on the NRC's Interim Staff Guidance JLD-ISG-2013-01, "Guidance for Assessment of Flooding Hazards Due to Dam Failure," that was issued in July 2013.

b) Since PBAPS, Units 2 and 3, share the same watershed as Three Mile Island (TMI), the licensee would like to establish consistency between the TMI and PBAPS flooding hazard reevaluations.

c) Exelon is preparing a hydrometeorlogical study (called the "Conowingo Study") for the Federal Energy Regulatory Commission (FERC). This study will provide more-refined site-specific rainfall data based on several historical storms. The results of this study will be integrated with the PBAPS reevaluation.

d) The USAGE National Inventory of Dams database was updated in May 2013. The revised database includes a large number of new dams that need to be evaluated.

3) Exelon discussed the milestones for completion of the flooding hazard reevalaution as follows:

a) Complete recalibration of the watershed model by the end of May 2014.

b) Complete development of the scenarios for the Probable Maximum Flood at PBAPS, Units 2 and 3, by the end of July 2014.

c) Complete the calculations of flood levels and associated effects based on Appendix H to NUREG/CR-7046, "Design-Basis Flood Estimation for Site Characterization at Nuclear Power Plants in the United States of America," by the end of December 2014.

d) Start internal Exelon review of the PBAPS flooding hazard reevaluation in mid-January 2015.

e) Submit PBAPS flooding hazard reevaluation to the NRC by March 12, 2015.

The NRC staff asked Exelon if it has identified the need for any interim actions based on the results of the reevaluations that had been completed to date. The licensee said that there were no interim actions identified due to the reevaluation effort. However, as a result of the evaluation of physical margin during the flooding walkdowns, several interim actions were identified to account for wave run-up. As discussed on page 4 of the March 12, 2014, letter, these interim actions include: (1) changes in procedures to reduce the time required for operators to take flood mitigation actions; and (2) revising a flooding procedure to add sandbags at the Emergency Cooling Tower door.

The NRC staff asked Exelon if there were strategies in place to use any of the portable onsite equipment such as pumps (e.g., FLEX) to address potential flooding. The licensee indicated that the FLEX equipment is staged above the current licensing basis flood level. However, the strategies for use of this equipment are still under development.

The NRC staff made no decisions regarding the acceptability of the licensee's extension request or interim actions during this meeting.

External stakeholders were in attendance. There were no questions or comments from the stakeholders and no Public Meeting Feedback forms were received.
