TURKEY POINT NUCLEAR GENERATING UNIT NO.4-REVIEW OF STEAM GENERATOR TUBE INSPECTION REPORT FOR CYCLE 27 REFUELING OUTAGE (TAC NO. MF2886)

Dear Mr. Nazar:

By letter dated September 19, 2013, as supplemented by letter dated February 19, 2014, Florida Power & Light Company (the licensee) submitted its steam generator tube inspection report for Turkey Point Nuclear Generating Unit No.4 (TPNG 4) in accordance with Turkey Point Technical Specification (TS) 6.9.1.8. The report summarizes the steam generator tube inspections that the licensee performed December 6-11, 2012, during the TPNG 4 Cycle 27 Refueling Outage. By electronic mail dated January 15, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff requested additional information. By letter dated February 19, 2014, the licensee responded to the request. The licensee provided clarifying information by electronic mail on May 27, 2014, and by teleconference on June 11, 2014.

The NRC staff completed its review of the submittals and concluded that the licensee provided the information required by the TSs. No additional follow-up is required at this time. This completes the NRC staff efforts for Technical Assignment Control No. MF2886. The enclosure documents the NRC staff's review of the submittals.

REVIEW BY THE OFFICE OF NUCLEAR REACTOR REGULATION 2012/2013 STEAM GENERA TOR TUBE INSPECTION REPORT FLORIDA POWER & LIGHT COMPANY TURKEY POINT NUCLEAR GENERATING UNIT NO.4 DOCKET NO. 50-251 By letters dated September 19, 2013 (Agencywide Documents Access System (ADAMS)

Florida Power & Light Company (the licensee) submitted information summarizing the results of its 2012/2013 steam generator (SG) tube inspections performed December 6-11, 2012, at Turkey Point Nuclear Generating Unit No.4 (TPNG 4) during the Cycle 27 Refueling Outage.

By electronic mail dated January 15, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff requested additional information. By letter dated February 19, 2014, the licensee responded to the request. The licensee provided additional clarifying information by electronic mail on May 27, 2014 (ADAMS Accession No. ML14148A372), and by teleconference on June 11, 2014.

TPNG 4 has three Westinghouse Model 44F SGs. The TPNG 4 SGs were placed in service in 1983, and each SG has 3214 thermally treated Alloy 600 tubes. The tubes are supported by stainless steel tube support plates with quatrefoil-shaped holes and V-shaped antivibration bars.

The licensee provided the scope, extent, method, and results of the TPNG 4 SG tube inspections in the aforementioned documents. In addition, the licensee described corrective actions (i.e., tube plugging) taken in response to the inspection findings. The 2012/2013 SG tube inspections were conducted in all three SGs (4A, 4B, and 4C).

After reviewing the information provided by the licensee, the NRC staff has the following comments and observations:

The 11 indications of possible primary water stress corrosion cracking that were found near the tube ends in the three SGs were axial indications. There was one indication in each of 11 different tubes, and all of these indications were below the H* depth of 18.11 inches. No other indications of corrosion-related degradation were noted during the inspection. The 2012/2013 inspections were the first inspections in this region of the tubing.

One low row tube in SG 4C (row 5, column 41) was classified as having a "low voltage offset." During a teleconference held on June 11, 2014, the licensee clarified that the eddy current signal of this tube does not match the voltage-offset condition typically associated with a "Seabrook" tube or with other low row tubes, but the licensee chose to classify the tube as having a "low voltage offset" for tracking purposes. The licensee further clarified that there are no low row tubes in the TPNG 4 SGs with the voltage-offset condition typically referred to as a "Seabrook" tube.

Enclosure Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by its technical specifications. In addition, the NRC staff concludes that there are no technical issues that warrant followup actions at this time because the inspections appear to be consistent with the objective of detecting potential tube degradation and with industry operating experience at similarly designed and operated units.
