Dear Mr. Scherer:

SUEJECT: REQUEST FCR WITHHOLDING INFORrATION FRON PUFLIC DISCLOSURE (SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3)

By letter dated November 18, 1980, Southern California Edison Company forwarded "Data Transmittal for SCE Fuel Audit Analysis," CEN-140(S)-P, October 10, 1980, and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. The November 18 letter also-transmitted a non proprietary version of the report and your affidavit.

Your reasons for requesting our withholding of this information were (1) the information is customarily held in confidence by Combustion Engineering is not publicly available, (2) application of the data provides Combustion Engineering with a substantial competitive advantage, and (3) public disclosure of the information would likely cause substantial harm to the competitive position of Combustion Engineering.

We have reviewed your affadavit and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mentioned document sought to be withheld contains trade secrets or confidential or proprietary commercial or financial information.

We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position. Accordingly, we have determined that the information should be withheld from public disclosure.

We therefore approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding CEN-140(S)-P from public inspection as proprietary.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, assure that the consultants have siqned the appropriate agreements for handling proprietary data.
