ARKANSAS NUCLEAR ONE, UNITS 1 AND 2-REQUEST FOR ADDITIONAL INFORMATION REGARDING A PROPOSED REVISION TO THE CYBER SECURITY IMPLEMENTATION SCHEDULE (TAC NOS. MF3277 AND MF3278)
Dear Sir or Madam:
By letter dated December 17, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13357A749), Entergy Operations, Inc. (the licensee), submitted a license amendment request (LAR) for Arkansas Nuclear One (ANO), Units 1 and 2. Portions of the letter dated December 17, 2013, contain security-related information and, accordingly, those portions have been withheld from public disclosure. The licensee proposes to modify the ANO, Unit 1 and 2, operating licenses to reflect a change to the full implementation date of the ANO Cyber Security Plan.
The Nuclear Regulatory Commission staff has been reviewing the submittal and has determined that additional information is needed to complete its review. The specific question is found in the enclosed request for additional information (RAI). The question was sent via electronic transmission on April 22, 2014, to Ms. Natalie Mosher, of your staff. The draft question was sent to ensure that the question was understandable, the regulatory basis was clear, and to determine if the information requested was previously docketed. The draft question was discussed in a teleconference with your staff on April 28, 2014. It was agreed that a response to this RAI would be submitted within 14 days of the date of this letter.

(the licensee), submitted a license amendment request (LAR) for Arkansas Nuclear One (ANO), Units 1 and 2. The licensee proposes to modify the operating licenses for ANO, Units 1 and 2, to reflect a proposed change to Cyber Security Plan, Milestone 8, which is the full implementation date of the ANO Cyber Security Plan. The Cyber Security Plan milestones are incorporated by reference into the operating licenses for ANO, Units 1 and 2. In order for the NRC staff to complete its review of the LAR, a response to the following request for additional information is requested.

The LAR provides details about the impact of the additional time requested on the effectiveness of the overall cyber security program in the context of milestones already completed. However, the information provided does not include information about Milestone 5; "Implement observation and identification of obvious cyber related tampering to existing insider mitigation rounds... "
Milestone 5 was scheduled for completion no later than December 31, 2012.
Please provide details about the impact of the additional time requested on the effectiveness of the overall cyber security program in the context of Milestone 5.
