SUBJECT:
BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3-WITHDRAWAL OF AMERICAN SOCIETY OF MECHANICAL ENGINEERS, SECTION XI CODE, INSERVICE INSPECTION (lSI) PROGRAM, REQUEST FOR RELIEF ISI-44 (TAG NOS. MF3538, MF3539, AND MF3540)
Dear Mr. Shea:
By letter dated February 11, 2014, Tennessee Valley Authority (TVA, licensee) submitted a relief request for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3 for certain full penetration welds included in the BFN intergranular stress corrosion cracking augmented inspection program. The relief was requested for BFN Units 1, 2, and 3 ten-year Inspection Intervals, which began on June 2, 2008, May 25, 2011, and November 19, 2005, respectively.
During a conference call between TVA and the Nuclear Regulatory Commission (NRC), the NRC staff stated that the licensee's augmented inspection program is described in the BFN's Updated Final Safety Analysis Report, Appendix 0, Section 0.1.1 0 "Boiling Water Reactor Stress Corrosion Cracking Program" and is not an American Society of Mechanical Engineers Code requirement. Therefore, the NRC staff does not have authority to grant relief under Title 10 of Code of Federal Regulations, Section 50.55a(g)(6)(i) for these augmented inspections. As a result of that discussion, TVA decided to pursue corrective actions through alternate means.
Subsequently, by "CNL-14-038, Tennessee Valley Authoritys Seismic Hazard & Screening Report (CEUS Sites), Response to NRC Request for Information Pursuant to 10 CFR 50.54(f) Recommendation 2.1 of Near-Term Task Force Review of Insights from the [[Topic" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Acci|letter dated March 31, 2014]], TVA withdrew the relief request.
The purpose of this letter is to advise that the above-cited relief request is being treated as withdrawn.
