ENDORSEMENT OF NEI 13-05 TARGET SET TEMPLATE, REVISION 0, DATED MARCH 2014, AS ACCEPTABLE FOR USE

Dear Mr. Kline:

This letter is in response to your February 28, 2014, letter (Agencywide Documents Access and Management System (ADAMS) Accession Number ML14059A264) requesting the U.S. Nuclear Regulatory Commission (NRC) review the Nuclear Energy Institutes (NEIs) guidance set forth in NEI 13-05, Target Set Template, Revision 0, dated March 2014. The NRC staff conducted the requested review and provided comments to your staff via teleconference on March 11, 2014, resulting in an update provided to the NRC on March 20, 2014 (ADAMS Accession No. ML14083A687). Upon staff review of this version, two issues remained unresolved; these were conveyed to you via teleconference and email on March 26, 2014. In response, NEI incorporated changes to resolve these issues and submitted a revised version of NEI 13-05 by letter dated March 27, 2014 (ML14125A139). This NEI guidance document, NEI 13-05, and versions thereof, is designated as non-public under Title 10 of the Code of Federal Regulations (10 CFR) 2.390(d)(1), as it contains information concerning licensee physical protection for special nuclear material.

Subsequently, the NRC staff completed its review of the enclosed version and finds it defines a process and standard template for documenting target sets that addresses each of the four elements in 10 CFR 73.55(f), Target sets, and that is aligned with the five-step process for target set identification described in Regulatory Guide 5.81, Target Set Identification and Development for Nuclear Power Reactors. NEI 13-05 is, therefore, acceptable for use by nuclear power reactor licensees. The NRC staff intends to endorse NEI 13-05 in a future revision to Regulatory Guide 5.81.

The enclosure transmitted herewith contains Official Use Only - Security-Related Information. When separated from the enclosure, this transmittal document is decontrolled.
