SEABROOK STATION, UNIT 1-REQUEST FOR ADDITIONAL INFORMATION REGARDING BULLETIN 2012-01, "DESIGN VULNERABILITY IN ELECTRIC POWER SYSTEM" (TAC NO. ME9385)

Dear Mr. Walsh:

On July 27, 2012, the U.S. Nuclear Regulatory Commission (NRC) issued Bulletin 2012-01, "Design Vulnerability in Electric Power System" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12074A115), to all holders of operating licenses and combined licenses for nuclear power reactors.

By letter dated October 22, 2012 (ADAMS Accession No. ML12299A467), NextEra Energy Seabrook, LLC (NextEra) submitted a response to Bulletin 201.2-01 for Seabrook Station, Unit 1 (Seabrook). The NRC sent a request for additional information (RAI) regarding Bulletin 2012-01, by letter dated December 20, 2013 (ADAMS Accession No. ML13351A314). NextEra responaed to the RAI in its letter dated January 29, 2014 (ADAMS Accession No. ML14035A217).

The NRC staff has determined that additional information is required from NextEra regarding Seabrook in order to complete its review. Please provide a written response, signed under oath or affirmation, to the enclosed RAI by April 30, 2014.

REQUEST FOR ADDITIONAL INFORMATION NextEra's response to the NRC staff's RAI regarding Bulletin 2012-01 stated that:

Since a single credible failure that could cause an undetected open phase condition is not a credible event at Seabrook Station, no plant design changes and modifications are being pursued to resolve issues with an open phase of electric power.

Based on the South Texas, Unit 2 and Forsmark, Unit 3 operating events, which identified open phase conditions due to circuit breaker malfunctions, please provide NextEra's engineering assessment as it relates to Seabrook.
