CALLAWAY PLANT, UNIT 1 -WITHDRAWAL OF REQUEST FOR RELAXATION OF THE SCHEDULAR REQUIREMENTS FOR ORDER EA 049 "ISSUANCE OF ORDER TO MODIFY LICENSES WITH REGARD TO REQUIREMENTS FOR MITIGATION STRATEGIES FOR BEYOND DESIGN BASIS EXTERNAL EVENTS"
Dear Mr. Diya:
By letter dated March 12, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12054A735), the U.S. Nuclear Regulatory Commission (NRC) ordered Union Electric Company, doing business as Ameren Missouri (UE, the licensee) to take certain actions at Callaway Plant, Unit 1 (Callaway), associated with the Fukushima Near-Term Task Force Recommendations Order EA-12-049 directed that actions be taken by licensees to develop and implement strategies to maintain or restore core cooling, reactor coolant system inventory, containment cooling, and spent fuel pool cooling capabilities during beyond design basis external events.
By letter dated October 9, 2013 (ADAMS Accession No. ML13283A033), UE requested relaxation from the schedular requirements of NRC Order EA-12-049 for Callaway. Specifically, UE requested an extension of one additional refueling cycle, to provide additional time to fully design and safely install a larger, more robust condensate storage tank. The NRC staff granted the requested extension for full order implementation until the completion of the spring 2016 refueling outage in a letter dated December 11, 2013 (ADAMS Accession No. ML13319A668).
By letter dated January 14, 2014 (ADAMS Accession No. ML14015A334), UE submitted a second relaxation request from the schedular requirements of NRC Order EA-12-049. This request was based on the additional time needed to resolve reactor coolant pump low-leakage seal performance issues and fully design and safely implement modifications. Although a different basis was provided, this second letter requested the same schedular relaxation (until completion of the spring 2016 refueling outage for full order implementation) that was previously requested and granted. Based on clarifying discussions with the NRC staff on January 28, 2014, UE retracted their second relaxat1on request, by letter dated February 24, 2014 (ADAMS Accession No. ML14056A236).
The purpose of this letter is to advise that the above-cited second request for relaxation from NRC Order EA-12-049 is being treated as withdrawn. The full order implementation date for Callaway remains the date of completion of the spring 2016 refueling outage, as specified in the NRC's letter dated December 11, 2013.
