OF MARCH 11, 2014, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING ITS OCTOBER 30, 2013, LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN REQUALIFICATION TRAINING FREQUENCY FOR EMERGENCY RESPONSE ORGANIZATION PERSONNEL (TAC NOS. MF3003, MF3004, MF3005, MF3006, MF3007, MF3008, MF3009, AND MF3010)
On March 11, 2014, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon). The purpose of the teleconference was to discuss Exelon's October 30, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13304B168), license amendment request (LAR) to revise the emergency plan requalification training frequency for emergency response organization personnel. The meeting notice and agenda is available in ADAMS Accession No. ML14055A004. A list of attendees is provided as.
Exelon summarized the content of the October 30, 2013, LAR, and stated that its purpose was to provide additional training schedule flexibility for the listed facilities and also make the listed facilities training frequency consistent with the western Exelon facilities.
The NRC staff expressed concern over the requested frequency change from 12 months +
3 months (25 percent grace period) to annually. The change to annual training would allow training to be conducted early in the year and then late in the next year, which would result in a time period of almost 24 months between training activities. The NRC staff acknowledged that the western Exelon facilities have an annual training requirement and also acknowledged that Exelon's past implementation of the annual training requirement has not resulted in a time period approaching 24 months. The NRC staff also noted that an NRC safety evaluation has not been located that approved an annual training requirement for the western Exelon plants.
Exelon stated that they understand the NRC staff's concern and proposed that they supplement the LAR to limit the time period between training activities to no more than 18 months.
The NRC staff stated that if Exelon supplemented the LAR to limit the time period between training activities to no more than 18 months, the NRC staff will evaluate the acceptability of the proposal. However, the NRC staff expressed its concern that there was not a clear path to approval of the no more than an 18-month time period without also making the western Exelon plants consistent with this time period.
Exelon stated that they understood the NRC staff's concern and needed to talk internally to decide how to proceed with the LAR.
