In January 2008, the U. S. Nuclear Regulatory Commission (NRC) issued Generic Letter 2008-01 (Reference 1) to request that each licensee evaluate the licensing basis, design, testing, and corrective action programs for the Emergency Core Cooling Systems (ECCS), Residual Heat Removal (RHR) System, and Containment Spray (CS) System, to ensure that gas accumulation is maintained less than the amount that challenges operability of these systems, and that appropriate action is taken when conditions adverse to quality are identified.

In Reference 2, Indiana Michigan Power Company (I&M), the licensee for Donald C. Cook Nuclear Plant (CNP) Units 1 and 2, submitted the nine-month response to Reference 1 that provided the requested information. To further address this generic industry issue, I&M developed a Gas Accumulation Condition Monitoring Program to minimize and mitigate the formation of gas voids in the susceptible systems. In Reference 3, the NRC indicated that I&M's response to Reference 1 was acceptable and that the response was considered closed with no further information requested unless there are outstanding commitments to provide such information.

I&M has one outstanding commitment related to this topic that was made in Reference 2. In that submittal, I&M committed to evaluate the Technical Specification (TS) Task Force (TSTF) change

U. S. Nuclear Regulatory Commission AEP-NRC-2014-20 Page 2 traveler for TSTF-523, "Generic Letter 2008-01, Managing Gas Accumulation," to either supplement or replace the current TS requirements.

I&M has completed a review of TSTF-523 and, as a result of the review, determined that additional technical evaluation is required. The technical evaluation will enhance the design basis for systems that are potentially susceptible to gas accumulation at CNP. This evaluation will consist of performing additional analysis of the ECCS, RHR, and CS systems at CNP that will more specifically identify locations susceptible to gas accumulation. Upon completion, the analysis will be reviewed by I&M to determine the need for a revision to the CNP Units 1 and 2 TS. The evaluation is expected to be completed by the end of 2014, with a determination on the extent of a TS revision to follow soon thereafter. This course of action is identified and will be tracked in CNP's action tracking program.

This letter provides confirmation that evaluation of the change traveler for TSTF-523 has been performed and that commitment is closed. Enclosure 2 to this letter contains a new regulatory commitment to perform addition technical evaluation of CNP systems potentially susceptible to gas accumulation and to submit a license amendment request. Cook Nuclear Plant. Any other actions discussed in this submittal represent intended or planned actions by I&M. They are described to the Nuclear Regulatory Commission (NRC) for the NRC's information and are not regulatory commitments.

Commitment Completion Date Conduct additional technical evaluation of Emergency Core Cooling Systems, Residual Heat Removal System, and Containment Spray System for gas accumulation. Upon June 30, 2015 completion of the evaluation, submit a license amendment request to adopt the appropriate portions of TSTF-523.
