HOPE CREEK GENERATING STATION, UNIT NO.1-CORRECTION TO INTERIM STAFF EVALUATION AND REQUEST FOR ADDITIONAL INFORMATION REGARDING THE OVERALL INTEGRATED PLAN FOR IMPLEMENTATION OF ORDER EA-12-051, RELIABLE SPENT FUEL POOL INSTRUMENTATION (TAC NO. MF1031)
Dear Mr. Joyce:
On March 12, 2012, the U.S. Nuclear Regulatory Commission (NRC) issued Order EA-12-051, "Order Modifying Licenses with Regard to Reliable Spent Fuel Pool Instrumentation" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12054A679), to all power reactor licensees and holders of construction permits in active or deferred status. This order requires, in part, that all operating reactor sites have a reliable means of remotely monitoring wide-range spent fuel pool levels to support effective prioritization of event mitigation and recovery actions in the event of a beyond-design-basis external event.
The order required all holders of operating licenses issued under Title 10 of the Code of Federal Regulations (10 CFR) Part 50, "Domestic Licensing of Production and Utilization Facilities," to submit to the NRC an Overall Integrated Plan (OIP) by February 28, 2013.
By letter dated February 27, 2013 (ADAMS Accession No. ML130720035), as supplemented by letters dated August 20, 2013, and August 22, 2013 (ADAMS Accession Nos. ML13233A355 and ML13235A100, respectively), PSEG Nuclear, LLC (the licensee) provided the OIP for Hope Creek Nuclear Generating Station (Hope Creek) describing how it will achieve compliance with of Order EA-12-51 by spring 2015. On November 22, 2013, the NRC staff issued an interim staff evaluation and request for additional information regarding the licensee's OIP submittals for Hope Creek (ADAMS Accession No. M13309B592).
The NRC letter dated November 22, 2013, requested that all information associated with Order EA-12-051 be provided by March 31, 2015. However, this due date was in error and should have been September 30, 2014. A due date of September 30, 2014, is required to ensure that the NRC staff is able to disposition the licensee's responses prior to the Hope Creek spring 2015 refueling outage. The NRC staff apologizes for any inconvenience due to this error.
