WATTS BAR NUCLEAR PLANT, UNIT 1- NRC ACCEPTANCE OF WITHDRAWAL OF REQUEST TO UPDATE WATTS BAR UNIT I FIRE PROTECTION LICENSE CONDITION TO ALLOW TWO-UNIT OPERATION (TAC NO. MF3298)

Dear Mr. Shea:

By letter dated February 18, 2014, the Tennessee Valley Authority (TVA) requested to withdraw their December 20, 2013, license amendment request to revise License Condition 2.F that documents the Nuclear Regulatory Commission's (NRC's) basis for approval of the Watts Bar Nuclear Plant (WBN) Unit 1 Fire Protection Program. The withdrawal request is available in the NRC's Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14050A119.

On January 28, 2014, the NRC staff held a Category 1 public meeting with TVA staff to discuss the proposed amendment that would revise the WBN Unit 1 License Condition to reflect a dual unit Fire Protection Plan pending issuance of an operating license for WBN Unit 2. The meeting notice and summary are available in ADAMS at Accession No. ML14066A142. During this meeting the staff discussed the timing of the proposed amendment and the current licensing schedule for WBN, Unit 2. The NRC staff questioned the need for the submittal to contain the matrix of applicable sections of the fire protection related Safety Evaluation Report Supplements. TVA agreed to reconsider the insights from the staff and identified two options:

1) continue with the submittal as-is with additional supplements, or 2) withdraw and resubmit a revised amendment request at an appropriate time considering the current operating license schedule for WBN, Unit 2.

Subsequently, by letter dated February 18, 2014, you requested to withdraw the application.

The NRC acknowledges your request to withdraw the application. NRC staff activities on the review have ceased and the associated Technical Assignment Control number, MF3298, has been closed. Notice of Consideration of Issuance of the proposed amendment has not been published in the Federal Register.
