ARKANSAS NUCLEAR ONE - REQUEST FOR INFORMATION REGARDING

THE NRC INTEGRATED INSPECTION REPORT 05000313/2014002 AND

05000368/2014002

Dear Mr. Browning:

As part of an ongoing inspection related to the failure of Arkansas Nuclear Ones alternate AC

diesel generator, the Nuclear Regulatory Commission is continuing to conduct an evaluation of

the risk under the significance determination process.

In order to minimize the impact to your onsite resources and to ensure that the best available

information is used in our risk evaluation, we have enclosed a request for information needed

for the significance determination process. It is important that answers to our questions are

up-to-date and complete in order to ensure that Arkansas Nuclear One receives full credit for

the safety features of the plant in the significance determination.

We have discussed the schedule for this evaluation with your staff and understand that our

This letter does not contain new or amended information collection requirements subject

to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information

collection requirements were approved by the Office of Management and Budget, control

number 3150-0018. The NRC may not conduct or sponsor, and a person is not required to

respond to, a request for information or an information collection requirement unless the

requesting document displays a currently valid Office of Management and Budget control

number.

Subject: Information Request to Support Significance Determination

On February 13, 2014, Mr. Jason Hall of your organization provided an email forwarding a list of

445 postulated fire scenarios that result in a fire-initiated loss of offsite power. As stated in that

email, this represented an increase of 251 scenarios from a list previously provided by your

staff, because a logic gate in your probabilistic safety assessment model masked some of these

scenarios. As a result of the additional scenarios, and their higher associated fire ignition

frequencies, the previous screening method used to analyze the risk of the alternate ac diesel

generator overspeed trip issue no longer provides an acceptable bounding risk analysis. As a

result, we are requesting additional information.

The following information is requested in order to support ongoing significance determination

activities.

Requested Information

For each of the 445 postulated fire scenarios, please answer the following question:

Does the postulated fire in the scenario directly fail the function of the alternate ac

generator?

For each postulated fire scenario that does not directly affect the function of the

alternate ac diesel generator, please answer the following questions:

1. What is the characterization and limitations of the scenario?

2. What credit was given for suppression in the scenario?

3. Is the alternate ac generator specifically credited for success for the scenario?

4. What other front-line components were affected by the postulated fire besides offsite

power?
