Acceptance Review: SQN 1&2 Improved Technical Specifications Conversion Submittal (MF3128 and 3129)

By letter dated November 22, 2013 (ADAMS Package Accession No. ML13329A881), the Tennessee Valley Authority (TVA) submitted a license amendment request for Sequoyah Nuclear Plant, Units 1 and 2. TVA submitted for the SQN, Units 1 and 2 Custom Technical Specifications (TS) Conversion to Standard Improved TS.

The purpose of this e-mail is to provide the results of the NRC staffs acceptance review of this license amendment submittal. The acceptance review was performed to determine if there is sufficient technical information in the scope and depth acceptable to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that, with the agreement discussed below, it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed ITS conversion in terms of regulatory requirements and the protection of public health and safety and the environment.

During a February 5, 2014, phone call, Mr. Michael McBrearty, TVA Licensing, agreed to provide the setpoint calculation for the reactor coolant pump underfrequency setpoint to the NRC staff by the end of February 2014.

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there will be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. Any additional information that is needed will be requested by separate correspondence and following the guidance of LIC-601, Improved Technical Specification Conversion Amendment Review Procedures.
