RAI: CFH Training program approval request SOUTHERN CALIFORNIA EDISON SAN ONOFRE NUCLEAR GENERATING STATION UNITS 2 AND 3 REQUEST FOR ADDITIONAL INFORMATION REGARDING CERTIFIED FUEL HANDLER TRAINING PROGRAM APPROVAL REQUEST DOCKET NO. 50-361 AND 50-362 By letter to the U.S. Nuclear Regulatory Commission (NRC) dated August 20, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13234A024, the submittal), Southern California Edison (SCE, the licensee), submitted a request to approve the Safe Storage Shift Manager/Certified Fuel Handler (CFH) Training Program for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2 and 3). The NRC staff finds that additional information is needed to complete its review:
Title 10 of the Code of Federal Regulations (10 CFR) Section 55.4, Definitions, defines the Systems Approach to Training (SAT) process and contains five elements that must be included in the SAT training program. Section 1.6.1 of the submittal states the SAT process contains the following elements (among others):
Analysis of job performance requirements and training needs Derivations of learning objectives based upon the preceding analysis.
The CFH training and retraining program description included in the April 15, 2013, program approval request does not explicitly describe a job performance analysis or the training objectives that were developed as a result of the analysis.
Please describe the job performance analysis used, and the training objectives that were developed as a result.
