Acceptance of Waterford Steam Electric Station, Unit 3 Reator Vessel Internals Aging Mangagement Program (MF3247)
Joe and John, Entergy by letter dated February 27, 2012, notified the US Nuclear Regulatory Commission (NRC) of a change to the commitment made in letter dated December 19, 2011, Commitment Change for Reactor Vessel Internals Degradation Management Program (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11356A083). The fundamental change of the February 27, 2012, letter affects the schedule for submitting a description of an Aging Management Program (AMP) to the NRC for review and approval. The commitment of record required submittal of the plan 24 months prior to entering the period of extended operation associated with its License Renewal Application as provided for in NRC Regulatory Issue Summary 2011-07 License Renewal Submittal Information for Pressurized Water Reactor Internals Aging Management. The revised commitment required submittal of the plan to the NRC for review and approval within twenty-four months following issuance of MRP-227-A (that is, no later than December 16, 2013) which is in accordance with the EPRI/MRP Initiative Needed requirement. Per this commitment, by letter dated December 16, 2013 (ADAMS Accession No. ML13352A041), Entergy Operations, Inc. (Entergy, the licensee) submitted Reactor Vessel Internals AMP developed to implement MRP-227-A, Rev 0 for NRC review and approval.
The NRC staff has reviewed your application and the supplement and concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed requests in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
