By letter dated December 23, 2013 (ADAMS Accession No. ML14002A131), Florida Power & Light (the licensee) submitted a relief request for St. Lucie Unit 2 Nuclear Plant, requesting relief from certain requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, IWA-4000 regarding repair of intake cooling water piping. The licensee proposed an alternative in lieu of performing the ASME Code repair for the degraded intake cooling water piping as documented in Relief Request Number 15, Revision 0, and Relief Request No. 1, Rev.0. The purpose of this e-mail is to provide the results of the Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

Please note that Relief Request Number 15, Revision 0 addressed an ISI interval that has already expired, and Relief Request Number 1, Revision 0 addressed current ISI interval. Alternatives are to be approved prior to implementation. As such, the NRC staff will address the structural integrity of the proposal for the interval that has expired, but will not provide authorization. The NRC staff will review the current ISI interval relief request, and if appropriate, approve it for use during that interval. Please also note that you requested approval of this relief request in support of 2014 refueling outage, which begins March 2, 2014. The NRC staff may need to provide verbal authorization to support your schedule.
