OF MEETING ON JUNE.26-AND 27, 1984 On June 26 and 27, 1984, representatives of the NRC met with representatives of Southern California Edison Company, licensee for San Onofre Nuclear Generating Station, Units 1, 2 and 3. Lists of attendees for the two-day meeting are provided in Enclosures 1 and 2. The purpose of the meeting was to discuss the overall status of the three units and in particular the activities related to.

return-to-service of Unit 1.

The licensee presented information on the station organization noting that parallel organizations are provided in major areas for Unit 1 and for Units 2 and 3, such as operating staff maintenance and training. The qualifications of the operating staff for Unit 1 were also discussed. The licensee noted that this operations personnel have many years of experience in operation of Unit 1.

There are six operating shifts for Unit 1. Each shift has a shift technical advisor who not only has a college degree but also a senior reactor operators license.

The licensee described their systems and procedures for managing the activities to be completed before restart as well as for the ongoing operation of Units 2 and 3.

One major program described by the licensee involves a systematic "lessons learned" approach to review the experience from the Units 2 and 3 startup for applicability to Unit 1. This includes a review of licensee event reports, notices of violation and IE inspection reports.

In the afternoon, the participants toured the site to view some of the plant modifications including the new auxiliary feedwater storage tank, structural enhancements and the new simulator for Units 2 and 3 training.

-2 On June 27, 1984, the NRC and SCE representatives met to discuss the inspection/

tests performed by the licensee on the Transamerica Delaval diesel generators (TDI).

For key components, the licensee discussed the status relative to the TDI Owners Group evaluation. The licensee summarized the maintenance done on their machines and noted that they have not experienced many of the problems found for other TDI diesel models.

Later, the participants held a general discussion of the status of Unit 1 relative to other licensing issues to ensure that all necessary actions will be complete prior to unit return to service.
