, e p /16 L On December 14, 1983, representatives of Southern California Edison Company (SCE) and members of the NRC staff met in Bethesda, Maryland. The purpose of the meetings was to discuss (1) SCE's return to service plan for San Onofre Unit No. 1, and (2) SCE's analysis of the vertical spectra appropriate for the seismic reanalysis of Unit No. 1. SCE discussed some of the conservatisms that they perceive are included in the San Onofre Unit No. 1 seismic design. These are summarized in the handouts provided by SCE (Enclosure 3).
The licensee also discussed an assessment of the Unit No. 1 desion against dominant contributors to seismic core melt frequency. This assessment used the results of probabilistic risk assessments done at other plants; however, SCE indicated that they used site specific earthquake recurrence data. The NRC staff commented that (1) the return period used in the analysis may not be conservative when one considers that the eastern plants for which the PRA's were done have return periods much less than that used by SCE, and (2) the peak acceleration is not the parameter to use for comparisons; rather, one needs to look at the spectra.
SCE also discussed proposed acceptance criteria to be used in the evaluation of seismic capability for the return to power. These proposed criteria will consider the following:
- 1. Reduction of in-structure response.
- 2. Use of higher damping for all sizes of piping.
- 3. Alternative method to the use of broadened response spectra in piping analysis.
- 4. Functionality stress limits for piping and pipe supports.
- 5. Use of inelastic criteria for the evaluation of structures.
- 6. For small piping, use of test data and walkdowns.
By letter dated April 2, 1983, the NRC staff raised a concern regarding whether the vertical spectra (2/3 horizontal sprectra) used for the seismic reevaluation of San Onofre Unit No. 1 was appropriate. This concern was based on recent work 9401050674 831230 PDR ADOCK 05000206 P

SCE presented analysis supporting the vertical spectra used in their reevaluation.
