SUMMARY
OF JUNE 17, 1983 MEETING On June 17, 1983, members of the NRC staff met with representatives of Southern California Edison Company (SCE) in Bethesda, Maryland. The purpose of the meeting was to discuss the NRC staff's request for addi tional information dated April 2, 1983 regarding the vertical reanalysis response spectrum for San Onofre Unit No. 1. A list of attendees is enclosed.
Larry Wight, TERA Corporation, discussed the chronology related to work on the vertical response spectrum for the San Onofre site. The work was done in connection with the San Onofre Unit 2/3 licensing activity.
In 1980, a report was submitted regarding the Imperial Valley 1979 earth quake in response to questions raised by the NRC staff. In November 1980, TERA began work on about ten tasks of which one was directed at a regression analysis of the vertical acceleration for the San Onofre site. The work was completed at the beginning of 1981.
About February 1981, L. Wight presented the results of the overall program, including the regression analysis, to SCE. Based on the regression analysis, TERA predicted a vertical peak ground acceleration of 0.42 - 0.43g.
TERA indicated that the work verified the use of 2/3 of the San Onofre 1 horizontal ground response spectrum for the vertical component of ground motion and they recommended that this work not be continued. No report was prepared covering the regression analysis. The results were not directly addressed in the Unit 2/3 hearings and they were not provided to the NRC. No further work has been done by SCE on the vertical spec trum since the Unit 2/3 hearings. Based on the results of the TERA regression analysis, the NRC staff indicated that this work could have affected the staff's writeup for Units 2/3 but it is not likely that the conclusion would have been affected.
With regard to the Campbell study referenced in the NRC's April 2, 1983 letter, L. Wight indicated that in the early Fall of 1982 the author decided to modify the previous work done in 1980-1981 using the data files that had been subsequently updated and also using a slightly dif-9 0
ferent regression analysis than that used previously. This work was submitted and published in the EOS Transactions, American Geophysical Union in November 1982.

June 22, 1983 Based on the discussions during this meeting, the NRC staff requested SCE to (1) provide a complete chronology regarding the development of the vertical spectrum information relative to San Onofre Units 1, 2, and 3, (2) document decisions that were made relative to the data, and (3) provide all data regarding the development of the vertical peak ground acceleration and/or spectral values as requested in the staff's April 2, 1983 letter. Further, the staff requested SCE to inform the NRC what course of action would be undertaken regarding the San Onofre Unit No. 1 vertical spectrum.
