EVALUATION OF THE JUSTIFICATION FOR CONTINUED OPERATION OF SAN ONOFRE UNIT NO. 1 DURING ONGOING EQUIPMENT QUALIFICATION REVIEW SECY-81-603B identified San Onofre Unit No. 1 as one of 18 plants without sufficient documented justification for continued operation during the ongoing equipment qualification review. On March 8, 1982, the staff pro Vided an evaluation of the licensee's justification for continued operation of San Onofre Unit No. 1 during equipment qualification review (Enclosure 1).

I have reviewed this document and have made a further search to identify any additional information submitted by the licensee and have considered the Technical Evtaluation Report dated June 28, 1982 prepared by Franklin Research Center regarding equipment environmental qualification for San Onofre Unit No. 1. The new information was also reviewed with the Environmental Qualification staff who concur in my conclusion that there is adequate justification for continued operation until the Commission's new rule is issued and that-continued operation will not present undue risk to the public health and safety.

The staff is continuing to review the licensee's environmental qualification program. If any additional qualification deficiencies are identified during the progress of this review, the licensee will be requested to reverify the justification for continued operation. The staff will review this information to ensure that continued operation will not present undue risk to the public health and safety.
