SUMMARY
OF AUGUST 19, 1982 MEETING SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 On August 19, 1982, members of the NRC staff met with Southern California Edison personnel and their consultants.
The purpose of the meeting was to discuss the licensee's evaluation of the effects of pipe breaks, in particular, the review assumptions, criteria and methods (SEP Topics III-5.A and III-5.8). A list of attendees is attached.
The licensee presented the approach that is being taken to resolve these topics. For breaks inside containment, the mechanistic approach will be used. In some instances, fracture mechanics analyses and leak detection techniques may be used.
For outside containment, analyses will be per formed to supplement the 1973 study of the effects of pipe breaks.
The simplified mechanistic approach will be used for these analyses. The criteria and assumptions for these analyses were presented to the staff.
Specific items of interest discussed at the meeting include:
O Electric raceways affected by pipe breaks will be identified but the resolution will be deferred pending completion of Appendix R (Fire Protection).
The intent is to coordinate any relocation and modifica tion of electrical equipment needed to resolve both concerns.

-2 0 The need to analyze consequences of failures in the letdown line downstream of the orifices was discussed. The temperature and pressure of this line have been reduced from reactor conditions and the flow rate is limited by the orifices. The staff indica ted that the licensee could resolve this question by providing further information on the loads that could be produced from such a break.
o The results from the fracture mechanics evaluations performed to date for level D loads with the assumed 4t flaw showed large margins. Therefore, the licensee stated that they did not con sider the extreme loading conditions case specified in the NRC guidance to be required.
o The licensee stated that both topic assessments would be submit ted no later than their commitment date of December 1, 1982.
