SUBJECT:
SUMMARY
OF MAY 11, 12 AND 13, 1982 MEETINGS On May 11, 12 and 13, 1982, members of the NRC staff met with Southern California Edison personnel and their consultants. The NRC staff walked down the masonry walls at San Onofre Unit No. 1, held audit meetings re garding the masonry walls with the licensee and their consultants (Bechtel Corp., and Computech), and visited the test facilities at the University of California at Berkeley which the licensee proposes to use for a timited masonry wall test program. A list of attendees is enclosed.
By letter dated February 17, 1982, the NRC staff informed the licensee that their proposed non-linear inelastic time history analysis of masonry walls and masonry structures could not be accepted as the sole basis for evaluation and qualification of the masonry walls. Subsequently, to pro vide necessary experimental verification, the licensee committed to do limited dynamic tests. These tests will consist of at least four masonry panels similar to those existing at San Onofre Unit No. 1. The input motions corresponding to 0.67g Housner ground spectra/appropriate floor spectra will be simulated. The design parameters such as the damping values, masonry stress/strain limits and wall displacdments will be verified during the tests. The tests will be conducted in the fall of 1982 and the final test report will be submitted to the NRC staff by March 1983.
The NRC staff, among other things, requested that the licensee provide the history of masonry wall performance during two recent earthquakes in Southern California.
The licensee agreed that if the staff's review of the test results indicates that the masonry walls are not adequate to sustain 0.67g ground motion/.floorSE6C/
spectra motion, then the walls will be modified and the modifications and schedule will be revieweddand approved by the NRC staff.
