SUMMARY
OF MEETING OF MARCH 2, 1982 On March 2, 1982, members of the NRC staff met with representatives of Southern California Edison Company. The purpose of the meeting was to discuss the San Onofre Unit 1 emergency procedures for mitigating a postulated steam line break. Enclosure is a list of attendees.
The NRC staff is evaluating the capability of San Onofre Unit 1 to accomodate a steam line break. This evaluation is being conducted as part of the Systematic Evaluation Program. San Onofre Unit I does not have the capability to isolate the secondary side of the steam generators; hence, there are many possible steam line break locations which will result in the blowdown of all three steam generators. The staff's concerns regarding this issue include the method of removing decay heat following a postulated steam line break, the effect of the addition of cold auxiliary feedwater on the hot internals of the steam generator, and the possibility that a seismic event that induces failure (collapse) of the east feedwater heater platform could rupture extraction steam lines that run under the platform and also fail the safety injection piping that runs under this platform.
The current schedule indicates that the seismic upgrading of the east feedwater heater platform will be completed by January 1, 1983. The potential for inducing pressurized thermal shock is another concern that is the subject of a separate ongoing staff review.
During the meeting, we reviewed the licensee's energency operating proce dures for the mitigation of a steam line break. The NRC staff identified modifications that should be made to the procedures including better guidance on recognizing and dealing with system voids, instructions for initiating feed-and-bleed, improved instructions for recognizing increased steam generator tube leakage or tube failure that may occur following a steam line break, and better instructions for terminating safety injection or charging flow to prevent potential pressurized thermal shock. PDR st March 26, 1982 concerns. In addition, the staff indicated the need for analyses to demonstrate feed-and-bleed capability. Formal staff comments will be sent to the licensee in the near future.
