SUBJECT:

MEETING TO DISCUSS MARCH 2, 1986 SUBMITTAL ADDRESSING SELECTED ISSUES RELATED TO THE SONGS-1 NOVEMBER 21, 1985 EVENT On March 5, 1986 the NRC staff met with licensee representatives to discuss (1) the current SONGS-1 design in which the diesel generators must be manually loaded in case of with loss-of-offsite power without a safety injection signal and (2) the root cause of the check valve failures that precipitated the November 21, 1985 event.

During the meeting the licensee explained the SCE position on these issues, which were previously addressed by a March 2, 1986 submittal.

The staff discussed the NRC's previous approval of TMI Action Plan Item II.E.1.2; Part 1 Automatic Initiation of Auxiliary Feedwater, since San Onofre 1 requires operator action in less than eight minutes to manually load the diesel generators to power the electric auxiliary feedwater (AFW) pump in case of a loss-of-offsite power and a single failure of the turbine-driven AFW pumps.

The licensee stated that the past analyses were extremely conservative and that ongoing work would show that manual loading of the diesels is not required for about 30 minutes.

On the check valve issue, the staff asked several questions regarding the sizing of both the old and the new check valves. The staff also expressed concern about flow stream turbulence in the area of the check valves.

Formal questions will be provided by the staff for the licensee in a docketed letter.
