ECCS Models San Onofre Nuclear Generating Station Unit 1 Mr. D. G. Eisenhut's letter of November 9, 1979 requested that we review the ECCS calculations for San Onofre Unit 1 in light of data from confirmatory research programs. In particular, Mr. Eisenhut's letter requests that we review fuel cladding strain and fuel assembly flow blockage models to demonstrate compliance with the limits of 10CFR50.46.
As you are aware, 10CFR50.46 applies to nuclear power reactors having fuel with Zircaloy cladding.
The data discussed in Mr. Eisenhut's letter applies specifically to Zircaloy cladding and to the 10CFR50 Appendix K models used for plants having Zircaloy cladding. San Onofre Unit 1, on the other hand, has stainless steel fuel clad. As such, 10CFR50.46 and 10CFR50 Appendix K are not applicable.
The San Onofre Unit 1 ECCS analysis was performed in accordance with the NRC's Interim Acceptance Criteria as described in Mr. P. A. Morris' letter of July 26, 1971.
NRC approval of these analyses in accordance with the Interim Acceptance Criteria was most recently documented in letters dated April 1, 1977 and August 4, 1978.

-2 In view of the fact that the concerns identified in Mr. Eisenhut's letter are not applicable to San Onofre Unit 1, no further action on this matter is necessary.
