Docket No. 50-206, Provisional Operating License No. DPR-13 Systematic Evaluation Program Topic TV-l.A San Onofre Nuclear Generating Station, Unit 1 By letter dated April 30, 1979, you forwarded the NRC staff's redraft evaluation of Systematic Evaluation Program (SEP) Topic IV-1.A.
This topic evaluation discusses operation with less than all reactor coolant loops in service. You requested that we examine the facts upon which the NRC staff has based its evaluation and provide comments as appropriate. In addition, you noted that in light of the conclusions stated in the redraft evaluation, changes to the Technical Specifications 'are needed to restrict operation with less than all reactor coolant loops in operation.
Accordingly, you requested that our comments and proposed changes to the Technical Specifications be submitted within 30 days of our receipt of your letter (by June 4, 1979).
The purpose of this letter is to advise you that we have completed our review of the NRC staff's redraft evaluation, and we have no cooments.
In addition, a Proposed Change to the Technical Specifications has been prepared and is currently being reviewed.
We expect to submit the Proposed Change by June 8, 1979.
This submittal date will provide sufficient time to allow review and approval of the proposed change by our review connaittees.
