Docket No. 50-206 Systematic Evaluation Program San Onofre Nuclear Generating Station Unit 1 Your letter of September 11, 1978 forwarded completed topic assessments for three SEP topics.
That letter requested that we examine the facts upon which the staff based its evaluation and respond either by confirming that the facts defining San Onofre Unit 1 are correct or by identifying any errors.
The results of our examination of the facts defining San Onofre Unit 1 in each topic assessment are provided as an enclosure to this letter.

Enclosure RESULTS OF SCE EXAMINATION OF FACTS DEFINING SAN ONOFRE UNIT 1 IN NRC TOPIC ASSESSMENTS II-l.A Exclusion Area Authority and Control The NRC assessment contains no references to information on the docket and, as such, its value as the documentation of a safety assessment is substantially reduced. It is suggested that docket references be provided for all facts reflected in the NRC assess ment.
Paragraph 2, sentence 3, of the NRC assessment indicates the original minimum exclusion distance for Unit 1 was two miles.
Based on review of our files, the first identification of minimum exclusion area and low population zone distances was made in Amendment 1 to the Application for Construction Permit and for License dated May 8, 1963. That amendment indicates that the minimum exclusion distance was 1000 feet and the low population zone distance was in excess of two miles.
Paragraph 2, sentence 4, of the NRC assessment should be clarified by insertion of "...during construction permit proceedings for Units 2 and 3", following "...within the Station's exclusion area...
Paragraph 2, sentence 5, of the NRC assessment refers to a Figure 1 which was not provided for review.
Paragraph 3, sentence 2, of the NRC assessment should be deleted.
The plant property line and the exclusion area boundary are not the same.
The SCE property line is delineated on Figure 1.3 in Volume II of the Unit 1 FSAR.
The exclusion area boundary is shown in Figure 14.5.1-3 of the San Onofre Units 2 and 3 PSAR as referenced on page 2.1-1 of Amendment 52 to the San Onofre Unit 1 FSAR (this figure is also included as Figure 2.1-2 of the San Onofre Units 2 and 3 FSAR).
Paragraph 4, sentence 1, of the NRC assessment implies that the improved walkway has already been completed. Reference to the improved walkway should be deleted in sentence 1 and the following sentence added:
"In addition, as part of commitments made during the Units 2 and 3 construction permit proceedings, an improved walkway will be installed along the Units 1, 2 and 3 seawalls."

Paragraph 2, sentence 3, of the NRC assessment should be clarified to indicate that the licensing proceedings referred to are those for the Units 2 and 3 construction permit.
Paragraph 3, sentence 2, of the NRC assessment indicates that the original low population zone extended to a radius of four miles.
Based on review of our files, the first identification of the low population zone distance was made in Amendment 1 to the Application for Construction Permit and for License dated May 8, 1963. That amendment indicates the low population zone distance was in excess of two miles. The low population zone distance was changed to four miles in the Final Engineering Report and Safety Analysis, Volume III, Table 15.1.
Paragraph 3, sentence 7, of the NRC assessment should be revised to read in part "...on the south by the U. S. Coast Guard and Naval Reservations property,...
