Written and operating examinations were administered to four Senior Reactor Operator (SRO) and one Reactor Operator (RO) candidates. All of these candidates passed their examinations and were subsequently issued licenses.

4. Written Examinations and Facility Review These examinations were.pre-validated on November 29, 1988 by the combined staff of NRC operator licensing examiners, and selected licensee training and operations personnel. The NRC members of this validation staff were represented by Mr. Philip Morrill (Chief Examiner), and Mr. Ken Parkinson (SONALYSTS Examiner). The licensee's staff representatives are recorded in Attachment A, "Written Examination Security Agreements," which also serve to document the security maintenance for these examinations. The licensee's comments and concerns were addressed at this review for both the SRO and RO examinations. The Chief Examiner requested, and obtained, additional reference material related to changes that affected the auxiliary feedwater and nuclear instrumentation systems. This material was not included in the original reference material's package sent to the NRC.

The associated examination answer keys were then edited and finalized by the examiner after all issues were resolved. All original exam keys and review copies were then returned to the NRC examiner team to ensure examination security.

The written examinations were administered at the licensee's training facility on December 13, 1988. At the conclusion of these examinations, the Chief Examiner gave copies of the answer keys and the "as-given" examinations to the facility Training Administrator. Five comments which were previously not identified were forwarded to the NRC in a letter dated December 19, 1988. These comments from the licensee and their resolution are enclosed in Attachment B, "Facility Comments and Resolution". Appropriate changes were incorporated into the examination keys prior to grading. Changes made during the examination are also documented in Attachment B. All of the operator candidates passed the written examinations.

5. Operating Examinations The operating portion of these examinations were administered on December 14, 1988 and December 15, 1988 at the SONGS 1 site. All of the candidates passed the operating portion of their examinations, and subsequently passed over all.

No generic weaknesses were observed.

6. Exit Meeting On December 16, 1988, the NRC staff examiners met with representatives of the licensee's staff to discuss the examination.

No generic weaknesses were identified.
