Kokajko, NRC Project Manager for San Onofre Units 2 and 3, concerning the compliance of Units 1 and 3 with the three requested actions in NRC Bulletin No. 89-03 "Potential Loss of Required Shutdown Margin During Refueling Operations".
The programmatic changes recommended in the bulletin were implemented at Units 1, 2, and 3 to assure adequate shutdown margin is maintained during all refueling operations. Procedural changes, personnel training, and refueling cycle analysis are used to ensure achievement of full compliance with the requested actions in the bulletin. The requested actions were implemented on Unit 2 during the Cycle 5 refueling in June of 1989, on Unit 3 during the Cycle 5 refueling in April of 1990, and on Unit 1 prior to the core offload during the current Cycle 11 refueling outage.
The referenced letter reported Unit 2 was in compliance with the requested actions in Bulletin No. 89-03. This letter reports Southern California Edison has achieved full compliance with the requested actions in Bulletin 89-03 for Units 1 and 3.
