Southern California Edison Company 23 PARKER STREET IRVINE, CALIFORNIA 92718 R.M.ROSENBLUM January 26, 1990 TELEPHONE MANAGER OF (714) 587-5420 NUCLEAR REGULATORY AFFAIRS U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 Gentlemen:
Subject:
Docket Nos. 50-206, 50-361 and 50-362 Updated Fire Hazards Analysis and Updated Final Safety Analysis Report, San Onofre Nuclear Generating Station Units 1, 2 and 3 This letter requests an exemption from the updating requirements of 10 CFR 50.71(e) for Revision 6 of the Updated Fire Hazards Analysis (UFHA) for San Onofre Units 1, 2 and 3 as well as Revision 6 of the Updated Final Safety Analysis Report (UFSAR) for San Onofre Units 2 and 3. While the Southern California Edison Company (SCE) has been working toward achieving the required submittal date of February 15, 1990 and will continue to work toward this date, there is the potential that this date will be missed.
For previous revisions of the UFHA and the UFSAR, SCE has made extensive use of non-SCE resources (contractors) for some portions of the update process.
However, as part of our continuing efforts to improve the quality and involvement of our engineering and licensing personnel, SCE has used mainly in-house resources for preparing Revision 6 of both the UFHA and the UFSAR.
Because of the large number of ongoing activities which are competing for the same SCE resources that are preparing these document revisions, the potential exists for not meeting the February 15, 1990 submittal date. SCE expects any potential submittal delay to be less that six weeks and that submittal of Revision 6 of both the UFHA (Units 1, 2 and 3) and the UFSAR (Units 2 and 3) will be completed no later than March 30, 1990.

Document Control Desk January 26, 1990 SCE believes that this exemption request is consistent with the requirements of 10 CFR 50.12(a)(2)(v) in that this exemption would provide only temporary relief from the applicable regulation and SCE has made a good faith effort to comply with the regulation. Your timely review and approval of this request for exemption is appreciated and we are available to support your efforts as necessary.
If you have any questions, or require additional information, please let me know.
Very truly yours, cc: J. B. Martin, Regional Administrator, NRC Region V C. Caldwell, NRC Senior Resident Inspector, San Onofre Units 1, 2 and 3
