Docket No. 50-206 Overpressure Mitigation System San Onofre Nuclear Generating Station Unit 1 This letter provides a revised schedule for the submittal of an Amendment Application to revise the Overpressure Mitigation System (OMS) Technical Specifications. This Amendment Application was to be provided to you by January 31, 1990. Due to the extensive engineering analysis effort required to resolve all OMS issues, we now expect to submit this Amendment Application by March 30, 1990.

In our letter dated November 6, 1989, we stated that we were proceeding with a detailed and comprehensive review of the design basis of the OMS. As a result of this review, SCE has revised the entire design basis of the OMS. Some of the more significant revisions include the following:

1. The guidance provided in the NRC's Standard Review Plan 5.2.2, Rev.

2 was used to develop the OMS set point.

2. The heatup and cooldown curves were revised.
3. The assumed flow capacity of the PORV's was revised.
4. The RHR design basis considerations were incorporated into the OMS design basis.
5. The system configuration to meet the single failure criteria was identified.

The review required the development of six design calculations and revision to one existing calculation. These calculations are currently being independently reviewed. The Amendment Application will provide a detailed discussion of the revisions to the OMS design basis.
