OVERPRESSURE MITIGATION SYSTEM AMENDMENT REQUESTS (TAC NOS. 71130 AND 73622)
Re: San Onofre Nuclear Generating Station, Unit No. 1 This refers to Amendment Application No. 154 dated October 27, 1988 and Amend ment Application No. 172 dated July 3, 1989, both of which involve revisions to the requirements for the overpressure mitigation system. We have decided to halt our review of these requests.
The October 27, 1988 application states that it requires that the OMS be operable whenever the residual heat removal (RHR) system is in operation but the actual wording of the proposed technical specification does not appear to implement this intent. In fact, it appears to have the same defect that was explained in our November 12, 1982 Safety Evaluation of Topic V-10.B, "RHR Reliability": that the OMS would not be required during RHR operation if pressurizer level was less than 50%. The amendment request did not contain any explanation for this wording or refer to this earlier safety evaluation.
The July 3, 1989 request would put the setpoint for OMS within 20 psi of the pressure for activating the system. As your staff explained, it is investi gating additional changes to see if this setpoint can be raised.
In light of these observations, we believe that SCE needs to slow down and take a careful look at all aspects of the OMS technical specifications and bases and submit a single amendment that fully addresses and resolves all OMS issues.
